Because the state is “InSufficientActiveFrontEnds”, you need to failover pool:-

Install-CsDatabase -ConfiguredDatabases -SqlServerFqdn se01.lab.local -Verbose

—Takes Very Long

Step 3

PS C:\Users\administrator.LAB> Install-CsDatabase -CentralManagementDatabase -SqlServerFqdn se1.lab.local -SqlInstanceName rtc -DatabasePaths c:\DB\
