SynergySky error 1001:InstallUtilLib.dll

When installing the SynergySky application, i get the following error and the install rolls back:

As Per the Installation Guide it recommends installing Microsoft .NET 4.5.1 Framework.  It works with Microsoft .NET Framework 4.6.2 (Offline Installer) which could be found here
